• 100th Street did not exceed capacity based on the City's EIS analysis of Boeing traffic <br /> and therefore is not included as a mitigation improvement. However, the 100th <br /> Street/Airport Road intersection and approach lanes on 100th are scheduled for <br /> improvement and Boeing's share has been identified for the County for this intersection <br /> and approach lanes (see Decision Document pg 42, Item 2 - County Intersections). <br /> • 132nd Street is included in the mitigation from SR-527 to 35th Street. The segment from <br /> 35th to SR-9 is largely a new alignment and, based on Boeing peak travel (2:30 to 3:30 <br /> p.m.), would contribute only a small percent to traffic (less than 5 percent of travel on <br /> the route). Congestion on the new alignment (by definition) would not exceed capacity <br /> and, therefore, would not be included as mitigation. <br /> • Airport Road widening is listed on page 39, Item 1, as 128th Street/Airport Road since <br /> it is signed as 128th at the project's eastern terminus (8th Avenue West). The <br /> responsible jurisdiction and project limits are indicated. <br /> • In general, impacts beyond about five miles of the site, particularly on local routes is <br /> small relative to other traffic on these routes. Since the Boeing peak (2:30 to 3:30 p.m.) <br /> was used as the "worst case" condition under SEPA, the Boeing peak was the basis for <br /> most capacity calculations. ITMO requires that the facility exceed capacity in order to <br /> be slated for mitigation. County routes some distance from the site do not exceed <br /> capacity during the Boeing peak and the number of first shift workers on the system in <br /> these areas during the normal peak (4:30 to 5:30 p.m.) is very small. <br /> Conclusions: <br /> • The record indicates that: two of the projects (112th and Airport Road) alleged to be <br /> omitted from the mitigation are listed in the Decision Document as required Transporta- <br /> tion Mitigation Improvements. <br /> • One of the projects (132nd Street) is limited in scope to the segment from SR-527 to 35th <br /> and does not include the extension to SR-9 which would not be supported by the EIS <br /> impact analysis or the City's method of assigning mitigation responsibility. <br /> • Mitigation can be required only to the extent attributable to impacts generated by the <br /> Boeing Expansion. <br /> • One project (100th Street) is not included in the mitigation, but it's intersection with <br /> Airport Road and the approach lanes to Airport Road are included as one of the County <br /> intersection improvements. <br /> • The record does not include data or studies that support appellants' allegation. <br /> 35 <br />
