Decision: <br /> Deny the appeal and affirm mitigation requirements with regard to the above issue. <br /> SECTION 22: $20 MILLION COST ESTIMATE FOR MUKILTEO SPEEDWAY-PAINE <br /> FIELD BLVD - SIGNIFICANTLY UNDERESTIMATED <br /> Findings: <br /> • Paine Field Boulevard/SR-525 cost estimates were recently revised and the project was <br /> redefined (from previous studies) to begin at SR-526 and terminate at the SR-99 <br /> interchange. <br /> • The redefined project is approximately 1.5 miles shorter and deletes a costly segment that <br /> would pass through environmentally sensitive wetlands (via Japanese Gulch). This has <br /> reduced project costs by about $10 million. <br /> • Costs for the remainder of the projects (the projects requested in the mitigation) have <br /> been increased by about $10 million to reflect the addition of HOV lanes and increases <br /> in costs at the SR-99/SR-525 interchange. <br /> • The State currently recognizes a total cost of $49,000,000 for this project concept to be <br /> funded over the next 10-year period. <br /> • The SR-525/Paine Field Boulevard facility has been redefined from previous proposals <br /> to both eliminate a costly segment and to significantly increase costs on other segments <br /> to reflect HOV lanes and right-of-way issues. <br /> Conclusions: <br /> • The record indicates that the cost estimate for the Mukilteo Speedway - Paine Field <br /> project, as its scope has been redefined, is reasonable. <br /> • The record does not support appellants' allegations. <br /> Decision: <br /> Deny the appeal and affirm mitigation requirements with regard to the above issue. <br /> 36 <br />
