• The mitigation program explicitly permits a refocus of mitigation resources if necessary <br /> to assure timely construction of public transportation facilities. <br /> Conclusions: <br /> • The mitigation program will be generally consistent in timing with Boeing Expansion and <br /> does not require modification. <br /> • Required TDM measures to reduce SOV use for each development sector of the Boeing <br /> Master Development Plan is an appropriate mitigation measure. <br /> • The mitigation imposed is supported by the record and meets SEPA requirements. <br /> • Appellants' allegations are not supported by the record. <br /> Decision: <br /> Deny the appeal and affirm the mitigation requirements with regard to the above issue. <br /> SECTION 25: ALTERNATIVE PHASING PLAN FOR BOEING EXPANSION <br /> Findings: <br /> • The Boeing Expansion was proposed by the applicant and reviewed by the City as a <br /> "Master Plan" development instead of a number of smaller building permits and <br /> individual SEPA reviews for individual structures. <br /> • The Master Plan approach facilitates identification of cumulative impacts from the total <br /> project and the identification of appropriate mitigation requirements. It also provides the <br /> applicant with the advantage of having addressed and provided fair-share mitigation of <br /> impacts for the entire development prior to issuance of permits. <br /> • Public agencies are responsible for the proper execution of many of the offsite mitigation <br /> measures and for the proper application of the mitigation payments. <br /> • The City's Interim Traffic Mitigation Ordinance (ITMO) contains the City's most <br /> specifically articulated mitigation requirements and is the City's formally adopted traffic <br /> mitigation policy. <br /> 39 <br />
