It also provides the <br /> applicant with the advantage of having addressed and provided fair-share mitigation of <br /> impacts for the entire development prior to issuance of permits. <br /> • Public agencies are responsible for the proper execution of many of the offsite mitigation <br /> measures and for the proper application of the mitigation payments. <br /> • The City's Interim Traffic Mitigation Ordinance (ITMO) contains the City's most <br /> specifically articulated mitigation requirements and is the City's formally adopted traffic <br /> mitigation policy. <br /> 39 <br />
