"The payment amounts which are due to the City on September 1 of each year, 1991 to <br /> 1994, should actually read: <br /> 1. On or before September 1, 1991, a payment in the amount of $20,000,000; <br /> 2. On or before September 1, 1992, a payment in the amount of $10,750,000; <br /> 3. On or before September 1, 1993, a payment in the amount of $11,556,250; and <br /> 4. On or before September 1, 1994, a payment in the amount of $3,801,428." <br /> SECTION 24: PHASING OF MITIGATION AND INTERIM MEASURES <br /> Findings: <br /> • The mitigation program requires transportation mitigation projects which are generally <br /> scheduled to coincide with the construction schedule for the Expansion. <br /> • Two-thirds of the transportation mitigation funds are focused on key projects that will <br /> either be funded at 100 percent Boeing mitigation money or on projects for which State <br /> funding approval has already been recognized (and for which priorities for allocating <br /> funds can be realistically changed). <br /> • The Decision Document permits shifts in funding priorities and projects in order to stay <br /> on schedule and/or respond to transportation mitigation implementation problems (see <br /> Findings & Conclusions Issue #D.2.1, of this Staff Report). <br /> • Interlocal agreements with all implementing agencies will require commitments to <br /> complete projects in the same general time frame as the Expansion. <br /> • Certain complex and/or costly projects may have schedules that extend beyond 1995, but <br /> in all cases, funds must be either obligated to projects or shifted to other projects that can <br /> be implemented in a timely manner. <br /> • A conceptual TDM plan to reduce SOV use is required by the Decision Document (pp 14- <br /> 15)and implementation of Transportation Demand Management measures to reduce SOVs <br /> is required in conjunction with the issuance of permits for each development area of the <br /> site (see Decision Document pp 16-34). <br /> • The required mitigation commits a major proportion of funding to projects that are both <br /> key to resolving traffic impacts and generally designed to fit within the 1991-95 time <br /> period (see Decision Document pg 36). <br /> 38 <br />
