• <br /> • The Decision Document provides sufficient flexibility for each jurisdiction to redefine, <br /> or schedule mitigation projects in a manner consistent with their own responsibilities and <br /> programs. <br /> • Responsible Official's decision is authorized by SEPA and City Ordinance, and is <br /> supported by the record. <br /> • Appellants' allegations are not supported by the record. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the above issue. <br /> SECTION 27: TDM MEASURES <br /> Findings: <br /> • A conceptual TDM plan to reduce SOV use is required by the Decision Document (pp 14- <br /> 15)and implementation of Transportation Demand Management measures to reduce SOV <br /> is required in conjunction with the issuance of permits for each development area of the <br /> site (see Decision Document pp 16-34). <br /> • Parking supply is limited in the Decision Document mitigation requirements to 20,000 <br /> spaces, a 6,400 space reduction from required City Code of 26,400. <br /> • The Decision Document requires purchase of 80 new vans and 10 buses to carry new <br /> transit and rideshare patrons. <br /> • Site requirements include designs to encourage transit and ridesharing such as new on-site <br /> transit centers, convenient on-site routing, pedestrian separators and a minimum of 2,000 <br /> preferentially located HOV spaces. <br /> • HOV lanes and treatments are provided offsite to accommodate and encourage new <br /> demand. <br /> • Up to 400 park-and-ride spaces are required offsite to encourage use of transit and <br /> ridesharing. <br /> • Five on-site coordinators and one public transit/rideshare coordinator are required by the <br /> mitigation. <br /> 42 <br />
