• Approval of a general site circulation plan is required prior to issuance of building <br /> permits. This plan must identify general vehicle circulation, transit routes and facilities <br /> and pedestrian circulation. <br /> • New state legislation that went into effect on July 1, 1991 (two days before release of <br /> the Decision Document) requires comprehensive local TDM legislation applying to all <br /> major employers in the City. <br /> • Most of the monitoring, compliance and contingency measures that may have to be <br /> instituted to achieve State mandated vehicle trip reduction objectives must become part <br /> of a comprehensive citywide program that will be applied to all major employers in the <br /> future and will not, therefore, be part of mitigation for a single employer at this time. <br /> • SSHB 1671 (State TDM legislation) requires a 15 percent reduction in vehicle miles by <br /> 1995, a 25 percent reduction in vehicle miles by 1997 and a 35 percent reduction by <br /> 1999. The Boeing mitigation is designed to achieve a 25 percent reduction and <br /> establishes the basic features needed to proceed to a 35 percent reduction. <br /> • All major physical TDM features that support a reduction of 25 percent in vehicle miles <br /> and a 1.5 vehicle occupancy for first shift employees are required in the mitigation. <br /> • All major employers in the City, most now without any of the features required of <br /> Boeing in this mitigation, must also achieve the vehicle mile reduction objectives set out <br /> in state legislation. <br /> Conclusions: <br /> • The EIS indicates that the TDM requirements included in the Decision Document will <br /> substantially mitigate traffic impacts and improve LOS deficiencies that would occur <br /> without these measures. <br /> • Transportation Demand Management requirements imposed in the mitigation are <br /> appropriate and adequate to meet 1995 and 1997 objectives of new state-mandated vehicle <br /> trip reduction legislation. <br /> • State legislation now requires Everett to prepare a TDM Ordinance that will formalize <br /> the ongoing monitoring and enforcement of TDM trip reduction objectives, making the <br /> creation of a separate agreement with Boeing superfluous and potentially inconsistent <br /> with a comprehensive citywide TDM program. <br /> • Additional TDM trip reduction tactics can be imposed on Boeing in later years if <br /> citywide TDM objectives are not achieved. <br /> 43 <br />
