• The TDM requirements included in the Decision Document are based upon the analysis <br /> in the EIS and will reasonably mitigate identified impacts on the transportation system. <br /> • The record does not support the allegations of the appellants. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the requirement for TDM measures <br /> on Boeing. <br /> SECTION 28: MIXED USE PA IThRN ON-SiTh <br /> Findings: <br /> • The applicant has not chosen to request mixed land uses. <br /> • Mitigation requirements must be based upon formally adopted SEPA policies. <br /> • The City's SEPA policies do not provide a policy basis for requiring the applicant to <br /> include mixed uses. <br /> Conclusions: <br /> • The City of Everett is authorized to issue permits as requested by the applicant, subject <br /> to meeting site and mitigation requirements of City regulations and SEPA. <br /> • The City does not have an adopted SEPA policy or SEPA authority to require Boeing to <br /> include mixed uses as part of the Master Development Plan. <br /> • The City is not authorized to determine for the applicant the types of uses that are <br /> requested <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the imposition of a requirement for <br /> a mixed use pattern on-site. <br /> 44 <br />
