Conclusions: <br /> • In light of recent legislation and opportunities to formulate a citywide and/or areawide <br /> strategy for managing and financing transportation systems, pursuit of a TMA is not <br /> appropriate at this time. <br /> • The record does not support the need to require formation of a TMA to mitigate impacts <br /> of the project. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to formation of a TMA. <br /> SECTION 31: TRUCK ROUTE PLAN <br /> Findings: <br /> • The Decision Document requires a Construction Management Plan that must be reviewed <br /> and approved by the City. <br /> • The Management Plan must include a requirement for the cleaning of vehicles to <br /> minimize the effects of carrying dirt onto public roadways. <br /> • The Plan can also include requirements for the primary routing of construction-related <br /> truck traffic even though this is not explicitly stated in the Document. <br /> Conclusions: <br /> • The Decision Document allows but is non-specific about the requirement of specific <br /> routes for construction-related truck traffic. <br /> Decision: <br /> Section V.A.2.a. of the Decision Document is hereby amended to require that a construction truck route <br /> plan be included in Construction Management Plans to be approved by the City. <br /> 46 <br />
