SECTION 32: PARKING MANAGEMENT <br /> Findings: <br /> • The High TDM required in the Decision Document assumes 20 percent ridesharing; 9 <br /> percent transit; 9 percent vanpool; 2 percent other; 60 percent single occupant vehicles. <br /> • Sixty percent single occupant vehicles require 14,070 parking spaces. <br /> • Twenty percent ridesharing involving 4,690 carpoolers at 2.3 persons per vehicle which <br /> will require 2,039 parking spaces. <br /> • Nine percent vanpoolers involves 2,110 vanpoolers at 7.4 persons per van which will <br /> require 285 parking spaces. <br /> • Nine percent transit riders involves 2,110 transit riders which require no on-site parking <br /> spaces. <br /> • Shift change overlap requires a minimum of an additional 2,000 parking spaces to allow <br /> staggered exit and entry between first and second shift and account for early or overtime <br /> employees. <br /> • Service vehicles, customers and executive parking require a minimum of 1,000 spaces <br /> (760 at present). <br /> • Total minimum parking space requirements for a 1.5 AVO (High TDM) is 19,864 <br /> spaces. <br /> • The City has established a maximum of 20,000 parking spaces on-site, a reduction from <br /> City Code requirement of 26,400 spaces. <br /> • During construction, a significant amount of the existing parking and storage areas will <br /> be disrupted. In order to open new parking areas simultaneously with the elimination of <br /> existing parking areas, a 3,000 to 4,000 space "buffer" is required. The City has set a <br /> maximum buffer during construction of 3,500 spaces, for a total parking maximum at <br /> any time between now and 1995 of 23,500 spaces. Upon completion of construction, or <br /> by July 1, 1995, whichever occurs first, the maximum will be set at 20,000 spaces. <br /> Conclusions: <br /> • A maximum of 20,000 parking spaces is an adequate constraint to complement other <br /> TDM measures and to produce the desired reduction in single occupant vehicles. <br /> 47 <br />
