• TDM provisions for the first shift addresses the "worst case" traffic congestion generated <br /> by the Boeing Expansion. TDM mitigation measures will have the greatest benefits at <br /> that time. <br /> • Demand Management program benefits will likely result in participation by second shift <br /> employees. <br /> • The record supports the decision of the Responsible Official. <br /> • The record does not support a need to require expansion of the TDM program to the 2nd <br /> Shift to mitigate project impacts. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the TDM program. <br /> SECTION 34: PARKING PRICING STRATEGY <br /> Findings: <br /> • Parking is limited to 20,000 spaces in the mitigation and incentives are provided to <br /> encourage transit and ridesharing. <br /> • Parking pricing has been demonstrated in other areas as an effective method of achieving <br /> Demand Management objectives. <br /> • Parking pricing on this site can be applied at a later date using authority recently <br /> mandated by state TDM legislation. This application of authority would affect all major <br /> employers in the City. <br /> • Mitigation measures must be limited to action necessary to mitigate impacts of this <br /> project. <br /> Conclusions: <br /> • The Demand Management requirements in the mitigation are adequate and should not be <br /> modified by the addition of pricing. <br /> • The Demand Management requirements provided in the mitigation are adequate to <br /> increase the vehicle occupancy rate from 1.2 persons per vehicle to 1.5 persons per <br /> vehicle. <br /> 49 <br />
