• The record supports the decision of the Responsible Official that the parking maximum <br /> set out in the Decision Document of 20,000 spaces is reasonable and should be retained. <br /> • The record supports the decision of the Responsible Official that the expansion of spaces <br /> during construction, up to a maximum of 23,500 spaces, is reasonable and should be <br /> permitted because of major disruptions and dislocations during construction. <br /> • The requirement for complying with the 20,000 space maximum should remain July 1, <br /> 1995 is supported by the record and is reasonable mitigation. <br /> • The record does not provide support to modify the decision of the Responsible Official. <br /> Decision: <br /> Deny the appeal and affirm the mitigation requirements as set forth by the Responsible Official in <br /> Section VI.C.2 pages 37-38 of the Decision Document. <br /> SECTION 33 TDM FOR SECOND SHIFT <br /> Findings: <br /> • The Decision Document does not differentiate among shifts for TDM programs. <br /> • The TDM program that is part of the mitigation focuses on the first shift when 70 <br /> percent of employees work. <br /> • Performance objectives (i.e. 1.5 average vehicle occupancy) are for the first shift but <br /> TDM benefits will extend to all shifts. <br /> • TDM programs are best designed to benefit first shift employees because of congestion <br /> during the peak commute period. <br /> • Second shift employees arrive on-site in the reverse commute direction of the afternoon <br /> peak and leave late at night in an off-peak period. <br /> • Second shift TDM benefits have not been estimated but are likely to occur because of <br /> available programs that will be applied to all employees. <br /> Conclusions: <br /> • The Demand Management provisions of the Decision Document do not limit programs <br /> to the first shift. <br /> 48 <br />
