Conclusions: <br /> • A large share of mitigation, particularly for key projects, is relatively secure and should <br /> result in timely and effective mitigation of Boeing impacts. <br /> • Sufficient flexibility is already articulated in the Decision Document, including assurance <br /> that funds can be reallocated to accommodate shifts in priority and/or funding constraints <br /> and a Mitigation Committee is established to oversee the changes. <br /> • ITMO was appropriately applied to this project. <br /> • SEPA does not authorize imposition of mitigation beyond the extent attributable to the <br /> project impacts. <br /> • The record does not support a need, obligation or authority to modify the decision of the <br /> Responsible Official. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the application of the City's Interim <br /> Traffic Mitigation Ordinance. <br /> SECTION 36: ADDITIONAL PREFERENTIAL PARKING STALLS <br /> Findings: <br /> • Carpool and vanpool parking create demand for at least 2,000 spaces for the first shift <br /> at the desired (High TDM) vehicle occupancy rate of 1.5. The Decision Document <br /> states: <br /> "The overall site must contain at least 2,000 potential preferential spaces distributed <br /> proportionately among areas according to expected employment levels in each site area. " <br /> (Decision Document, p 15) <br /> • There are presently approximately 150 carpool spaces on site. <br /> • Demand for preferential parking will increase gradually by 1995. If demand for the <br /> 2,000 spaces, as required in the Decision Document, is exceeded, the City may request <br /> additional preferential spaces as building permits are approved, in accordance with the <br /> language of the Decision Document. <br /> 51 <br />
