• Unique site characteristics make the use of preferential parking potentially less effective <br /> than typical employment sites. Preferential locations have been identified, but many <br /> other locations on-site may be equally advantageous. Therefore, the total number of <br /> spaces dedicated to preferential parking may not be as critical as in more typical <br /> employment sites. <br /> • Additional preferential parking may be required in the future to meet the requirements <br /> set forth in SSHB 1671 (TDM legislation). <br /> Conclusions: <br /> • The Decision Document requires at least 2,000 preferential parking spaces; an amount <br /> adequate to address demand for HOV parking. <br /> • The preferential parking requirement is adequate as stated in the Decision Document. <br /> • The record does not support a need to modify the decision of the Responsible Official <br /> to effectively mitigate project impacts. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the number of preferential parking <br /> spaces required. <br /> SECTION 37 TRAFFIC CONGESTION ASSESSED - AIRPORT ROAD <br /> Findings: <br /> • The mitigation package includes a newly designed facility (SR-525) with HOV lanes that <br /> parallel Airport Road, carrying some of the HOV traffic that could use Airport Road if <br /> it had HOV lanes. <br /> • North-south circulation to and from the Boeing site is improved by completing the SR- <br /> 525 facility, thereby keeping congestion on Airport Road below what would have <br /> occurred without the new SR-525 facility. <br /> • HOV lanes are most effective when general purpose lanes are severely congested. <br /> • The Airport Road/128th/132nd Street corridor includes over $20 million in identified <br /> projects with a Boeing share of $3.3 million. Redefinition and/or reprogramming of <br /> these funds may be necessary if public funding is unavailable or projects are infeasible. <br /> 52 <br />
