• SEPA does not require mitigation where no significant adverse environmental impact is <br /> present. <br /> • Mitigation measures contained in the Decision Document will reduce the number of <br /> Boeing employees in need of housing assistance and will substantially contribute to the <br /> improvement of the local employment and housing marketplace. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document as written with regard to this issue. <br /> SECTION 41: HOUSING MITIGATION <br /> Findings: <br /> • The impact area clearly includes Snohomish County and parts of King, Kitsap, Island and <br /> Skagit counties. <br /> • The EIS presumes a "worst case" scenario for identifying potential housing impacts. The <br /> total households in need of assistance includes those with median incomes above and <br /> below the threshold of 50 percent of County median income (see DEIS, App. J, mi. 3-22). <br /> The estimated figure is "...4,350 will pay more than 30 percent of their income for rent, <br /> and earn less than 80 percent of the median income" (see DEIS, App. J, Section 3.4). <br /> • The EIS also points out the dynamic nature of the data. The EIS identifies a number of <br /> variables which impact the housing market including: <br /> - Interest rates both commercial (for construction) and credit conditions for <br /> residential lending; <br /> - Other market conditions including vacancy rates and prices as well as other <br /> activities in the region which may impact housing. <br /> National and international economic and market trends that influence the availability and <br /> price of capital. <br /> • The SEPA regulations (specifically WAC 197-11-660(1) (a) through (e)), place <br /> limitations on the imposition of mitigation measures.
