Thus, the estimated employees who could face some <br /> affordability problem is approximately 2.0 percent of the total. Of this 2.0 percent, not <br /> all will relocate to the area as a result of the Expansion. Of those who do relocate to the <br /> area, not all will purchase homes. Some will have other sources of household income; <br /> 38 percent of Boeing employees are from households where there are two wage earners. <br /> • SEPA WAC 197.11.660(b) requires that "... mitigation shall be related to specific, <br /> adverse environmental impacts clearly identified in an environmental document on the <br /> proposal...". <br /> • The Decision Document (page 45) does include mitigation measures addressing potential <br /> affordability concerns, including: <br /> Boeing shall, in addition to other factors which must be taken into account <br /> regarding new employment and decisions to transfer personnel, consider the <br /> following: <br /> [i] Seek new employees for the Everett facility from the Impact Area (Everett <br /> and Snohomish County, and north King County). <br /> [ii] Include as a factor for the decision to transfer an employee the proximity <br /> of the employee to the Everett site. The goal of such consideration is to <br /> maximize the number of Boeing Everett employees who live near the <br /> Everett site. <br /> [iii] Coordinate with local community colleges, or other training centers, to <br /> develop vocational training in skill areas which are valuable and in <br /> demand at Boeing Everett. <br /> These mitigation measures will result in even further reduction in the number of persons <br /> in need of first time assistance for the purchase of homes. Indeed, as a result of the jobs <br /> provided by the project and the mitigation measures, some individuals may improve their <br /> existing housing status. <br /> • Current market conditions have substantially improved since the EIS was prepared. <br /> Under today's conditions, the vacancy rate for renter and owner occupied housing is high <br /> (approximately 10 percent for renter occupied) and prices are reflecting this rate. <br /> Conclusions: <br /> • The EIS correctly concludes that there is no significant adverse environmental impact to <br /> first time homebuyers. <br /> 56 <br />
