Furthermore, it recognizes that the State of <br /> Washington has some significant obligations in terms of some of the impact issues which <br /> are discussed here including schools, transportation, social services, and housing to name <br /> a few. <br /> • The Fiscal Impact Analysis provides the most reliable basis to assess impacts and to help <br /> determine the role which should be played by the State of Washington in assisting other <br /> governmental entities to meet the needs of growth. <br /> • The State has major responsibility for funding certain public services, such as K-12 <br /> education. The analysis of Boeing-related State revenues and expenditures (see FEIS vol. <br /> 2,pg 19,pp 21-23) it determined that the State will realize significant tax revenues from the <br /> project, in excess of expenditures for each year of the analysis period. <br /> • The Decision Document (page 48) provides that "Boeing will assist the City in <br /> developing a mitigation package with the State of Washington to fund public services". <br /> • In furtherance of this objective, the Responsible Official has also assigned responsibility <br /> for review and recommendations on the City's submittal to the State to the Boeing <br /> Mitigation Committee (see Decision Document, pg 50). <br /> • Everett has historically mitigated identified impacts by requiring avoidance or <br /> minimization of impacts where possible and provision of capital improvements when <br /> necessary. Maintenance of public capital facilities and provision of services have been <br /> considered the responsibility of the appropriate governmental agency. Revenues for <br /> maintenance of capital and provision of services has been derived from tax revenues. <br /> • Commercial and industrial activities typically contribute tax revenues that exceed any <br /> increase in direct demand for services generated by the use. The excess revenues have <br /> been applied to the maintenance of capital and provision of services to the broader <br /> community. <br /> • In accordance with WAC 197-11-660 and Everett's SEPA Ordinance, the City has <br /> required Boeing to provide capital facilities to mitigate impacts identified in the <br /> environmental review. <br /> • Section 3.12, pages 3-164 through 3-175 of the DEIS, DEIS Appendix L, and FEIS <br /> Section 3.12, pages 3-164 through 3-175, identify the impacts of the Boeing Expansion <br /> on the various responsible public agencies. Those sections also identify the projected <br /> revenues generated by Boeing related activities projected to result from the expansion. <br /> Table 3.12-2, page 3-170 of the DEIS indicates that for every general purpose <br /> governments (certain cities were summarized by averages) Boeing related activities will <br /> generate revenues in excess of projected expenditures for services based on 1986 levels <br /> of service. <br /> 65 <br />
