• Appellants offered no data to the record to support the assertion that there is a <br /> relationship between the proposal and alleged adverse impacts on human service <br /> programs. <br /> • The EIS employs the FIA to analyze social and human service impacts and means of <br /> addressing them. <br /> • The EIS did not identify significant adverse environmental impacts on social and human <br /> service programs or delivery systems which cannot be mitigated through the appropria- <br /> tion of tax revenues. <br /> • It is not the applicant's responsibility to mitigate these impacts, but rather local and state <br /> government. However, the record demonstrates that the Boeing Company donates <br /> hundreds of thousands of dollars annually to local charities. These include education, <br /> housing, children and family services, and youth programs. Boeing employees also <br /> donate millions of dollars annually to many of these same charities through the Boeing <br /> Employees Good Neighbor Fund (BEGNF) and United Way. Together the contribution <br /> of the Corporation and the employees represents a substantial percentage of the total <br /> charitable contributions for social and human services in Snohomish County. <br /> • Boeing has recognized the need to address these issues through seeking State assistance <br /> in an impact assistance program. <br /> Conclusions: <br /> • The record confirms that Appellants' assertions rely on incorrect calculations regarding <br /> the population and household numbers. <br /> • The record includes no data nor analysis to support appellants' assertions that an adverse <br /> impact to human and social services will be caused by the project. <br /> • The record does not identify significant adverse environmental impacts which cannot be <br /> mitigated through the appropriation of tax revenues. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document as written with regard to this issue. <br /> 67 <br />
