Individual jurisdictions will have to evaluate their recreation facility demands and <br /> supply to determine the appropriate response to this incremental demand." <br /> • The DEIS and FEIS incorporated the information, identification of impacts, and <br /> conclusions of the Technical Team, as set forth in the Technical Document (Appendix <br /> L). It is important to note that the Impact Area "demand" for each activity is based on <br /> national and State standards; these standards have not been adjusted for local conditions, <br /> preferences, demographics, private sector service provision, or availability of services <br /> from other agencies and jurisdictions. <br /> • The record indicates that Mukilteo has rejected these national standards as not indicative <br /> of the needs of Mukilteo's citizens. <br /> • In the Decision Document (page 47) the Responsible Official determined that: <br /> - As to on-site parks and recreation impacts, Boeing's provision of four on-site <br /> ballfields will avoid offsite impacts on City facilities. <br /> - As to offsite parks and recreation impacts, given the differential impacts of <br /> project related growth on specific local governments and the wide range of plans <br /> and regulations governing provision of parks and recreation services, in those <br /> jurisdictions, the Responsible Official used the Fiscal Impact Analysis (described <br /> in Appendix L of the DEIS, Section 3.12 of the DEIS and Section 3.8 of the <br /> FEIS) to evaluate impacts and mitigation (see Decision Document pp 47-48). <br /> • In addition to use of revenues generated by this project, local governments have available <br /> a range of additional potential means to respond to such demand, including: <br /> - Use of land use planning and regulatory mechanisms, e.g. platting and PUD <br /> requirements; <br /> - Other local general fund revenues; <br /> - Councilmanic and general obligation bonds; <br /> Imposition of impact fees; and <br /> - Federal or State funding. <br /> For instance, on July 3, 1991, Snohomish County adopted an ordinance requiring <br /> mitigation of the impacts of certain developments on parks and recreation facilities. <br /> Developments subject to the requirements are exclusively multi-unit residential. The <br /> amount of mitigation required by the ordinance is based on existing levels of service for <br /> 31 activities by the community, taking into consideration the expected household size and <br /> 69 <br />
