SECTION 48: PUBLIC SAFETY MITIGATION <br /> Findings: <br /> • Security for the Boeing facility is provided by Boeing. Historically, Boeing has required <br /> no significant assistance from local law enforcement agencies. <br /> • The EIS examined on-site police protection impacts of the proposal, and to mitigate those <br /> impacts the Decision Document requires Boeing to maintain its current security staff ratio <br /> and to share information and training with the City. <br /> • Offsite public safety impacts including police protection and corrections were among <br /> those expenditure areas included in the fiscal analysis described in Appendix L. Table <br /> 3 (attached) sets forth "Public Service/Fiscal Impacts on Snohomish County General <br /> Government 1988-1996." For each year of the period analyzed, total revenues (all <br /> sources) exceed total expenditures. <br /> Conclusions: <br /> • Local jurisdictions may, at their discretion, appropriate funds for public safety purposes <br /> in anticipation of impacts, avoiding gaps in service provisions, and/or allowing for a <br /> training period. <br /> • The EIS finds that there are no significant adverse environmental impacts in the public <br /> safety area which cannot be mitigated through appropriate governmental allocation of <br /> revenues generated by the project. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document as written with regard to this issue. <br /> SECTION 49: SOLID WASTE, WATER SUPPLY AND WATER QUALITY <br /> Findings: <br /> • The Draft EIS (App. L-Public Services) assumed that population subset would utilize utility <br /> services at the same rate as the population at large. Based on existing demand, the <br /> following multipliers were used: <br /> Water - 100 gallons per person per day (1.6 billion gallons per year) <br /> 72 <br />
