! % <br /> CITY OF EVERETT <br /> CITY COUNCIL <br /> RESOLUTION NO. 3400 <br /> A Resolution of the Everett City Council Adopting the URBAN <br /> SERVICE AREA ELEMENT of the Everett General Plan. <br /> WHEREAS, The City Council of the City of Everett finds the <br /> following: <br /> 1. The unincorporated areas to the south of the present city <br /> limits of Everett have been experiencing rapid growth at <br /> urban and suburban densities for approximately fifteen <br /> years; and <br /> 2 . The provision of adequate public services and facilities has <br /> not kept pace with this rapid urbanization; and <br /> 3 . Residents of this rapidly growing area have had a <br /> significant cumulative impact on certain services and <br /> facilities provided by the City of Everett due to the lack <br /> of such services and facilities from other sources within <br /> this area; and <br /> 4. The City of Everett has not received revenues from the <br /> residents and property owners of this unincorporated area <br /> commensurate with the demands placed on municipal services <br /> and facilities by such residents, thereby requiring subsidy <br /> by the current city residents and property owners; and <br /> 5. This area is designated for urban levels of development by <br /> existing County comprehensive plans and is anticipated to <br /> continue experiencing significant population increases at <br /> rapid rates; and <br /> 6. The City realizes that the best method of determining how to <br /> provide municipal services and facilities to this area is <br /> through a coordinated planning process with all providers of <br /> urban services; and <br /> 7. The City, Snohomish County, and neighboring cities are now <br /> required by the Washington Growth Management Act to <br /> cooperatively plan and designate areas for urban growth and <br /> to provide urban levels of public services; and <br /> 8. The City of Everett is the only governmental agency with <br /> jurisdiction in this area capable of providing all essential <br /> municipal services; and <br /> 9. The Growth Management Act encourages future growth in <br /> designated urban areas and particularly within incorporated <br /> municipalities; and <br /> 10. Both the City and the Growth Management Act recognize that <br /> annexation is generally an efficient and equitable mechanism <br /> for promoting adequate service levels for development at <br /> urban densities; and <br /> 11. The existing annexation policies of the City are not <br /> adequate to address the complex issues related to service <br /> area planning and processing of annexations; and <br /> 12 . The City must designate and commit itself to approximate <br /> ultimate extension of City services and corporate boundaries <br /> in order to adequately plan for capital facilities and <br /> services; and <br />
