13 . The Planning Commission has held a public workshop and a <br /> public hearing on the Urban Service Area Element of the <br /> Everett General Plan, has considered public testimony, and <br /> recommended that the City Council adopt the policy document. <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Everett hereby <br /> adopts the URBAN SERVICE AREA ELEMENT of the Everett General <br /> Plan, a copy of which is attached hereto and incorporated by <br /> reference, as the official policy guide regarding extension of <br /> municipal services to unincorporated areas, intergovernmental <br /> cooperation relating to urban services, and annexation; <br /> provided that the label "Phase II Annexation Area" be removed <br /> from the map for the areas south of 132nd Street and east of 35 <br /> Avenue SE. The City recognizes the area south of 132nd Street <br /> and west of 35th Avenue SE as a logical area for potential <br /> annexation, but wishes to further address the boundaries in <br /> this area with the cities of Lynnwood and Mill Creek. The City <br /> is concerned about the impacts of growth within the area east <br /> of 35th Avenue SE upon the City of Everett, and will conduct <br /> further study before designating any portion of this area <br /> within the "Phase II Annexation Area" . <br /> In adopting this document the City hereby declares its <br /> intention to periodically review and revise this document when <br /> necessary, based upon discussions and agreements with other <br /> governmental service agencies and special purpose districts: <br /> 1 . To enable the designated Urban Service Area to be served <br /> more effectively. <br /> 2 . To create more efficient service area boundaries or <br /> annexation phasing areas. <br /> 3 .
