4 <br /> ORDINANCE NO. <br /> An Ordinance Amending the Zoning Code related to Detached Accessory Dwelling Units, <br /> Amending Ordinance No. 1671-89, as amended. <br /> WHEREAS,the Everett City Council finds the following: <br /> 1. RCW 36.70A.400 and 43.63A.215(3) require cities to allow for accessory dwelling units <br /> in their zoning regulations; and <br /> 2. The City of Everett allows accessory dwelling units in single-family zones when attached <br /> to or within a principal dwelling; and <br /> 3. Section VI.C.2 of the Housing Element of the Everett Growth Management <br /> Comprehensive Plan includes the following as an implementation measure: <br /> "Revise the standards for accessory dwellings to also allow such units in detached <br /> buildings, subject to design guidelines." <br /> 4. The Planning Commission considered public comments and held public hearings to <br /> consider detached accessory dwelling units (DADU's) and recommended amendments <br /> the City's Zoning Code to allow DADU's in single-family zoned areas located north of <br /> 41st Street; and <br /> 5. The City Council held a briefing concerning the Planning Commission recommendation <br /> on August 11, 2010, and based on comments offered at the briefing, City staff has <br /> proposed revisions to the Planning Commission recommendation related to areas where <br /> DADU's should be allowed and proposed additional development and design standards <br /> for DADU's; and <br /> 6. The City Council held an additional briefing on October 13, 2010,to consider the revised <br /> standards proposed by City staff as the basis for a proposed ordinance to be considered <br /> by the City Council; and <br /> 7. The City Council held a public hearing on December , 2010,to take public testimony <br /> and consider amendment to the Zoning Code to allow DADU's in the R-S, R-1 and R-2 <br /> zones, subject to certain development and design standards; and <br /> WHEREAS the City Council concludes the following: <br /> 1 <br /> 61 <br />
