4 <br /> 14. Existing detached ADU's. The owner of a detached ADU that does not conform to this <br /> Ordinance shall remove the detached ADU or apply for a permit to conform it to this <br /> Ordinance within 60 days of the effective date of this Ordinance. The owner shall complete <br /> the work required to conform the detached ADU to this Ordinance within 180 days of the <br /> date of issuance of the building permit. Regardless of the preceding two sentences,the City <br /> deems a detached ADU lawfully established prior to December 1, 195.6, compliant with this <br /> Ordinance, and such lawfully established detached ADU is not subject to the regulations of <br /> this Ordinance unless it was substantially altered after December 1, 1956, or is substantially <br /> altered in the future, in which case this Ordinance applies. For the purposes of this section, <br /> substantially altered means construction or remodeling work with an estimated value of more <br /> than 25 percent of the building value prior to such work being initiated. If an owner requests <br /> a reasonable extension of time, for a defined period of time, to conform to this Ordinance for <br /> cause, the Director of Planning shall not unreasonably deny such request. <br /> Section 7. Section 2(B) of Chapter 4 of Ordinance No. 2530-01, as amended by Section 9 of <br /> Ordinance No. 2973-07 (EMC 15.16.050), which reads as follows: <br /> Decisions included. <br /> A. Review Process I applications include the following minor administrative decisions: <br /> 1. Accessory dwelling unit; <br /> 2. Alternative methods of architectural modulation in the M-1 zone as provided in Section <br /> 19.27.020 (A)(2) (e); <br /> 3. Authorization to exceed maximum fence height in front yard setback as provided by Section <br /> 19.39.070(A)(1); <br /> 4. Buffer reduction for streams,wetlands, geological hazard areas if categorically exempt <br /> under SEPA; <br /> 5. Certification of nonconforming lot, use,building, or parking; <br /> 6. Commercial daycare in business zones except in the M-S zone; <br /> 17. Design guideline approvals for proposals categorically exempt under SEPA when no <br /> modification of development standards proposed; <br /> 8. Development of previously altered ESAs when the proposal is categorically exempt under <br /> SEPA (Section 19.33D.580 or 19.37.250); <br /> 9.
