1. WSDOT Coordination <br /> The Consultant shall coordination with WSDOT Local Programs staff for the preparation <br /> of NEPA documentation. Two meetings are budgeted, a site visit and one meeting at <br /> WSDOT Local Programs. This task includes coordination of draft and final submittals to <br /> WSDOT and follow-up until NEPA approval is obtained. <br /> 2. Environmental Classification Summary (ECS) <br /> The Consultant will prepare a draft ECS for City review. The ECS will be finalized <br /> based on City comments and any direction received from WSDOT Local Programs. The <br /> ECS will classify._the_project as either a Categorical.Exclusion(CE) or.a Documented <br /> Categorical Exclusion(DCE) <br /> 3. Cultural Resources/106 Evaluation <br /> The Consultant will coordinate with the Washington State Department of Archaeology <br /> and Historic Preservation(DAHP)to determine the presence and potential impacts to <br /> cultural resources. The Consultant will initiate the review by preparing written <br /> documentation of any historic sites or structures within the area of potential affect of a <br /> project. The Consultant will conduct a records search at the offices of DAHP in <br /> Olympia. The Consultant will compile the results of the research and submit these results <br /> in an Area of Potential Effect(APE) Letter from approval by WSDOT and DAHP. <br /> 4. Parks 4(f) <br /> The Consultant will prepare a memorandum that analyzes the impacts to public parks(JJ <br /> Hill Park). A finding of de minimus will be prepared. <br /> 5. Visual Quality <br /> The Consultant will prepare a memorandum that analyzes any effects to visual quality <br /> that may change with the new bridge design. The analysis will be prepared pursuant to <br /> the requirements of the WSDOT Environmental Procedures Manual. <br /> 6. Environmental Justice <br /> The Consultant will prepare a memorandum that analyzes the demographics to determine <br /> if there are any environmental justice population/community impacts under the WSDOT <br /> Environmental Procedures Manual criteria. <br /> 7. Endangered Species Act <br /> The Consultant will prepare an assessment of the project's potential effects on species <br /> that are listed as Threatened or Endangered under the federal Endangered Species Act. <br /> NOAA Fisheries, USFWS, WDFW and WDNR databases will be obtained and reviewed, <br /> and a field visit to observe habitat conditions of the project site will be conducted. Based <br /> on the location of the project in Downtown Everett, the distance to Puget Sound, and the <br /> lack of streams, wetlands, and wildlife habitat in the developed environment, a no effect <br /> to Threatened or Endangered Species is assumed to be likely and a"No Effect Letter" <br /> (NEL) will be produced. The NEL will be submitted to WSDOT with the ECS for <br /> 22 <br />
