2 <br /> This Task will be performed by TranTech's subconsultant(Perteet). <br /> The Task includes environmental documentation under the National Environmental Policy Act <br /> (NEPA),the State Environmental Policy Act(SEPA), and local permits/approvals. Federal <br /> funding is anticipated to be administered through WSDOT Local Programs. We therefore <br /> assume that WSDOT will be the lead coordinator for NEPA. For the purposes of this Scope of <br /> Services, we assume that this project can be authorized under a NEPA Categorical Exclusion <br /> (CE). The major elements requiring NEPA documentation are assumed to be: <br /> • Cultural and Historic Resources <br /> • -Hazardous Materials <br /> • Parks (Section 4[f]) <br /> • Visual Quality <br /> • Environmental Justice <br /> • Endangered Species Act <br /> These items are further defined below: <br /> A. NEPA Documentation <br /> For the purposes of this Scope of Services, we assume that this project can be authorized <br /> under a Categorical Exclusion(CE) and that WSDOT will be the lead coordinator for NEPA. <br /> The,Consultant will collect existing data from available information sources, including the <br /> City of Everett maps and plans,the Downtown Plan and the Planned Action EIS,the State <br /> Dept of Archeology and Historic Preservation,the State Department of Ecology, the State <br /> Dept. of Fish and Wildlife, the US Army Corps of Engineers,NOAA Fisheries, and US <br /> Census. <br /> 21 <br />
