r. <br /> • If WSDOT Local Programs' Archaeologist determines that archeological or cultural <br /> resources exist on site and there is a potential for impacts, DAHP or WSDOT may <br /> require that the agency conduct full surveys and consult with both DAHP and GOIA <br /> to establish exact impact descriptions and any mitigation that may become necessary. <br /> If that level of consultation is required, it will require additional efforts and will <br /> necessitate a supplement to this scope of services. <br /> • Hazardous materials shall be addressed in the report prepared by HWA, which will be <br /> attached to the ECS to address that section of NEPA documentation. <br /> • Section 7/ESA Review will result in a No Effect Letter(NEL)prepared to WSDOT <br /> standards. If a concurrence of a no effect decision is not archived, a Biological <br /> Assessment(BA)-will-need to be prepared and will require additional-efforts-as-a <br /> supplement to this scope of services. <br /> • All permit fees shall be paid by the City of Everett. WSDOT Local Programs may <br /> require a force account to be set up for review of NEPA documents. This shall also be <br /> paid by the City of Everett. <br /> TASK 5: URBAN DESIGN/AESTHETICS/& COMMUNITY OUTREACH <br /> This Task will be performed by TranTech's subconsultants (Perteet,Makers and Jack McKay) to <br /> provide Aesthetics, Urban Design and Community Outreach services. The Task includes the <br /> following subtask activities: <br /> A. CONCEPT DESIGN (30%) FOR URBAN AMENITIES (Makers) <br /> Prepare Conceptual Design for Urban Amenities. Working with City staff and the design <br /> team led by TranTech and Perteet to perform the following tasks: <br /> 1. Review engineering work, site constraints, existing City policies and activities relevant to <br /> the project. <br /> 2. Assist as requested regarding street configuration and relationship to adjacent properties. <br /> 3. Conduct site review. Meet with Staff and Consultant Team to discuss opportunities, <br /> constraints and ideas. (Follow-up with selected Staff and team members may be <br /> necessary) <br /> 4. Conduct public open house. Based on meetings, develop a series of ideas and designs for <br /> elements. <br /> 5. Tie the schemes to an overall urban design/redevelopment strategy. Review with the <br /> Staff/Consultant team and the Stakeholder's Group. Present to the public at an open <br /> house as requested by the City. <br /> 6. Obtain input regarding preferences and priorities from the public. <br /> a. Review results of the open house with the Staff/Consultant team. Work up preferred <br /> ideas to a 30% design level. <br /> b. Provide drawings in a format compatible with the engineering documents. Provide <br /> narrative description of urban design elements and/or outline. Prepare 30% design <br /> level quantity estimate and opinion of cost estimate. <br /> B.
