The fencing shall be posted with signage clearly identifying the tree protection area. <br />The fencing shall remain in place through site development and construction. <br />d. No clearing, grading, filling or other development activities shall occur within the <br />tree protection area, except where approved in advance by the Department and <br />shown on the approved plans for the proposal. <br />e. No vehicles, construction materials, fuel, or other materials shall be placed in tree <br />protection areas. Movement of any vehicles within tree protection areas shall be <br />prohibited. <br />f. No nails, rope, cable, signs, or fencing shall be attached to any tree proposed for <br />retention. <br />g. The Department may approve the use of alternate tree protection techniques if an <br />equal or greater level of protection will be provided. <br />E. Required Fencing—Signs. <br />1. A temporary construction fence shall be placed along the construction setback line to <br />prevent encroachment during construction. Except for utility and road projects, the city <br />shall require any development proposed on a lot which contains or adjoins a wetland to <br />provide a permanent fence or other structural protection at the edge of the wetland <br />buffer to minimize encroachment into and disturbance of the wetland and buffer area <br />after construction. Fencing shall be split rail or an alternative approved by the planning <br />director. Fencing must be installed in a manner that allows continuous wildlife habitat <br />corridors along critical fish and wildlife areas. <br />2. The city may require the applicant to provide informational signs in conspicuous <br />locations on the fence or near the wetland to identify the wetland as a critical area and <br />the importance of maintaining it in a clean and undisturbed condition. Such signs shall <br />meet the requirements for incidental signs as specified in Chapter 36 of this title. <br />F. Where wetland functions have been improved due to voluntary implementation of an <br />approved stewardship, restoration and/or enhancement plan that is not associated with <br />required mitigation or enforcement, the standard wetland buffer width shall be determined <br />based on the previously established wetland category and habitat score as documented in <br />the approved stewardship and enhancement plan. <br />(This section shall be codified as EMC 19.37.110.) <br />Section 12: Avoiding wetland impacts. <br />A. Preservation and Protection Goals. It is the short-term goal of this chapter that there be no <br />net loss of the acreage or functions and values of all wetlands regulated by this chapter. <br />The long-term goal is a net gain in functions and values. To realize wetland preservation <br />goals, the city will require the following methods of wetland impact mitigation in order of <br />preference: <br />1.
