requirements of Section 6(B)(3) [37.060(B)(3)] of this chapter prior to final approvals for a <br />development proposal. <br />I. Riparian Corridors. When a development is proposed on a lot with a disturbed riparian <br />corridor, the city shall require that the habitat be enhanced by creating more diversity and <br />eliminating any source of degradation, including, but not limited to: <br />1. Vegetative plantings of native or preferred wildlife food species; <br />2. Construction of nesting islands or installation of nesting boxes; <br />3. Removal of pollutant sources or fish movement blockages; or <br />4. Other actions necessary to enhance the viability of the riparian corridor for the benefit <br />of wildlife habitat. <br />(This section shall be codified as EMC 19.37.170.) <br />Section 18: Avoiding stream impacts. <br />A. Stream Preservation/Alteration Goal and Priorities. It is the short-term goal of this section <br />that there be no net loss of the functions of all streams in the city, and the long-term goal to <br />improve the quality and functions of the stream systems in Everett. To realize stream <br />preservation and protection goals, the city will use the following methods of stream impact <br />mitigation in order of preference: <br />1. Avoid impact altogether by not taking a certain action or parts of an action; <br />2. Minimize impact by limiting the degree or magnitude of the action and its <br />implementation by using appropriate technology, or by taking affirmative steps to avoid <br />or reduce impact; <br />3. Rectify the impact by repairing, rehabilitating or restoring the affected sensitive areas; <br />4. Reduce or eliminate the impact over time by prevention and maintenance operations <br />during the life of the actions; <br />Compensate for the impact by replacing, enhancing, or providing substitute streams and <br />environments; <br />6. Monitor the impact and take appropriate corrective measures to achieve performance <br />objectives. <br />B. Stream Preservation/Alteration Thresholds. <br />1. Type S streams. All Type S streams shall be regulated by the City of Everett Shoreline <br />Master Program. <br />2. Type F Streams. All Type F streams shall be preserved. The city may only allow <br />alteration of Type F streams under the following circumstances: <br />a. Where alteration is allowed pursuant to Section 5 (37.050) of this chapter; <br />
