All <br /> decisions of the City Council shall be <br /> written and shall contain findings of fact <br /> and conclusions of law. <br /> 2 . A record shall be provided for any appeal under <br /> this section that shall consist of the following: <br /> a) Testimony under oath; <br /> b) A taped or written transcript; and <br /> c) Findings and conclusions. <br /> 3 . If the appellant requests an electronic or written <br /> transcript, the costs of duplicating an electronic <br /> transcript or preparing a written transcript shall <br /> be charged to the appellant. <br /> 4 . The procedural determination by the City' s <br /> Responsible Official shall carry substantial <br /> weight in any appeal proceeding. The <br /> determination appealed from shall be regarded as <br /> prima facie correct and the burden of establishing <br /> the contrary shall be upon the appealing party. <br /> 5.
