governmental decision makers to be considered <br /> prior to making their decision (and to provide for <br /> appropriate mitigation of environmental impacts in <br /> compliance with other sections of this ordinance <br /> and the SEPA rules) . The actual decision to <br /> proceed with many actions may involve a series of <br /> individual approvals or decisions. The threshold <br /> determination and the EIS, if required, should <br /> ideally be completed at the beginning of this <br /> process. The threshold determination and the EIS <br /> (if required) should be completed at the earliest <br /> point in the planning and decision making process, <br /> at which time, principal features of a proposal <br /> and its environmental impacts can be reasonably <br /> identified. <br /> B. To the fullest extent possible, the procedures <br /> required by this Ordinance shall be integrated <br /> with existing planning and licensing procedures <br /> utilized by the City. These procedures should be <br /> initiated early, and undertaken in conjunction <br /> with other governmental operations to avoid <br /> lengthy time delays and unnecessary duplication of <br /> effort. <br /> C. A private applicant may, and is encouraged to, <br /> file a completed environmental checklist prior to <br /> the filing of an application for a license. The <br /> City shall provide for applicant review at the <br /> conceptual stage of a proposed action. An <br /> applicant shall submit a preliminary site plan in <br /> conjunction with a completed environmental <br /> checklist for SEPA review at the conceptual stage. <br /> If the Responsible Official determines that the <br /> information initially supplied is not reasonably <br /> sufficient to evaluate the environmental impacts <br /> of the proposal, further information may be <br /> required of the applicant in conformance with WAC <br /> 197-11-100 and WAC 197-11-335 . <br /> The Responsible Official may set reasonable <br /> deadlines, not to exceed one year, for the <br /> submittal of information, studies, or documents <br /> necessary for the threshold determination. <br /> Failure to meet such deadlines and fully comply <br /> shall cause the application to be deemed <br /> withdrawn. In which case, the Responsible <br /> Official shall either notify the applicant or <br /> return the plans or other data submitted to the <br /> City for review together with any unexpended <br /> 3 <br />
