2 . Threshold Determinations. <br /> a. Threshold determinations which can be made <br /> based solely upon review of the environmental <br /> checklist and an adequate application for a <br /> proposal submitted by a private applicant <br /> should be completed within fifteen (15) days <br /> of the date an adequate application and <br /> completed checklist are submitted to the <br /> Responsible Official . <br /> b. A threshold determination requiring further <br /> information from the applicant or <br /> consultation with other agencies with <br /> jurisdiction, as determined by the <br /> Responsible Official, should be completed <br /> within fifteen (15) days of receiving the <br /> requested information from the applicant or <br /> the consulted agency; request by the City for <br /> such further information should be made <br /> within fifteen (15) days of the submission of <br /> a completed checklist; when a request for <br /> further information is submitted to a <br /> consulted agency, the City shall wait a <br /> maximum of thirty (30) days for the consulted <br /> agency to respond. <br /> c. A threshold determination which requires <br /> further studies, including field <br /> investigations initiated by the City, shall <br /> be completed within thirty (30) days of the <br /> conclusion of said studies. <br /> d. A threshold determination on an action where <br /> the applicant recommends in writing that an <br /> EIS be prepared because of the probable <br /> significant adverse environmental impact <br /> described in the application shall be <br /> completed within fifteen (15) days of <br /> submission of an adequate application and <br /> completed checklist. <br /> e. The time limits set forth in this subsection <br /> shall not apply to withdrawal of affirmative <br /> (DS) and negative (DNS) threshold <br /> determinations where such withdrawals are <br /> made in accordance with WAC 197-11-340 and <br /> 197-11-360 . <br /> f.
