Categorical exemptions. A determination whether the project or proposal is categorically exempt shall be made by the Responsible Official within fifteen (15) days of receiving a request for such a determination from a private applicant or another governmental agency. 2 . Threshold Determinations. The City ' s SEPA process is an integrated permit and land use process. Nevertheless, the time to complete a threshold determination shall not exceed ninety (90) days from the date of submittal of a completed application and supporting documentation and payment of fees. Provided, however, additional time to complete a threshold determination may be required whenever: a. A threshold determination requires further information from the applicant and/or consultation with other agencies with jurisdiction, as determined by the Responsible Official, in which case the running of the ninety (90) day period shall be stayed until the required information and/or consultation is provided; b. A threshold determination requires further studies, including field investigations initiated by the City, in which case the running of the ninety (90) day period shall be stayed until the required studies are provided; c.
