the Draft Environmental Impact Statement in <br /> accordance with procedures of Subsection d below. <br /> 2) The Responsible Official shall assure that the EIS <br /> is prepared in a responsible manner and with <br /> appropriate methodology. The Responsible Official <br /> shall direct the areas of research and examination <br /> to be undertaken, as well as the organization of <br /> the resulting document in accordance with <br /> Subsection d below. <br /> 3) The Draft Environmental Impact Statement shall be <br /> prepared, or reviewed and approved, by the <br /> Responsible Official prior to distribution. If, <br /> in the opinion of the Responsible Official, the <br /> information provided by the applicant for the <br /> Draft Environmental Impact Statement is <br /> inadequate, erroneous, misleading, or otherwise <br /> deficient under the standards of the Ordinance, he <br /> may cause its distribution to be delayed for such <br /> time as may be required to correct said <br /> deficiencies. <br /> 4) Upon acceptance of the information required under <br /> this section for the Draft Environmental Impact <br /> Statement, such information shall become the <br /> property of the City of Everett and the <br /> Responsible Official shall possess the right to <br /> edit, reproduce, modify and distribute said <br /> information. <br /> b. Preparation of Final Environmental Impact <br /> Statement <br /> 1) Upon acceptance of the Draft EIS, the Responsible <br /> Official shall cause its circulation and shall <br /> finalize said EIS in accordance with the <br /> procedures required by this ordinance and the SEPA <br /> rules. <br /> c. Consultant Selection for Draft EIS Information <br /> 1) The Responsible Official shall approve the use of <br /> consultants qualified to prepare environmental <br /> impact statements. <br /> 2) Any applicant required to submit data for the <br /> Draft EIS shall be deemed to have fulfilled the <br /> requirements of this Ordinance by utilizing the <br /> services of a consultant who has been approved by <br /> the Responsible Official, PROVIDED that the <br /> 9 <br />
