r ` <br /> • <br /> E&fE ?ETT <br /> ORDINANCE NO. 1965-93 <br /> AN ORDINANCE authorizing the City Council to let or enter <br /> contracts not requiring competitive bidding on behalf of the City <br /> of Everett and amending Ordinance No. 840-82 (EMC 2.04.030). <br /> WHEREAS, the City Council of the City of Everett has the authority under <br /> Ordinance 840-82 (EMC 2.04.030) to require Council approval of certain <br /> categories of goods or services prior to letting contracts therefor. <br /> WHEREAS, the City Council of the City of Everett feels that it is in the best <br /> interests of the City of Everett to: Rewrite the original Ordinance No. 840-82, <br /> and also to change existing procedure, <br /> Section 1: Ordinance No. 840-82 (EMC 2.04.030), which reads as follows: <br /> Authority to let contracts not requiring competitive bidding. <br /> A. The mayor, or designees specifically authorized by the mayor, are <br /> authorized to let or enter contracts not requiring competitive bidding in the <br /> following instances: <br /> 1. Purchases of goods or services as necessary to accomplish the <br /> functions established within the appropriations approved by the Everett city <br /> council under the current annual budget; <br /> 2. Agreements for professional or special personal services, including <br /> but not limited to, surveying, soils analysis, core testing, appraisals, financial, or <br /> other similar services, as necessary to accomplish improvements specified in <br /> plans and systems ordinances approved by city council; provided, that city <br /> council shall approve all agreements for professional engineering or <br /> architectural services for the design of city improvements; <br /> 3. Purchases of goods or services on an emergency basis. <br /> B. The mayor shall be responsible to assure that all purchases of <br /> goods or services in the instances specified in subsection A of this section are <br /> within the functions and appropriations established by city council. <br /> C. The city council may at any time by resolution require that the <br /> mayor, or his designee, obtain council approval to let or enter contracts for <br /> certain categories of goods or services. <br /> is hereby amended to read as follows: <br />
