• • Ordinance No. 1953-93 An ordinance creating a special construction fund entitled "1993 Block Grant Neighborhood Improvement" Fund No. 368 authorizing the construction of improvements as voted on by Councils for Northeast Everett ($15,000) on January 19, 1993, Port Gardner ($15,000) on January 11, 1993, Riverside ($15,000) on January 12, 1992, Lowell ($30,000) on January 18, 1993, and authorizing $75,000 for these improvements. Whereas, the City Council has recognized the need to improve the Northeast Everett, Port Gardner, Riverside and Lowell Neighborhoods; and Whereas, the City Council has allocated from the 1993 Community Development Block Grant fund $75,000 to make the needed improvements and to be divided among the Northeast Everett, Port Gardner, Riverside and Lowell Neighborhoods; and Whereas, the Northeast Everett, Port Gardner, Riverside and Lowell Neighborhood residents were asked to suggest improvements and then specify their priorities for the expenditure of the Community Development Block Grant funds; and Whereas, numerous neighborhood meetings have been held, and the following neighborhood-wide meetings, where residents voted, were held in the neighborhood on the improvement projects recommended to City Council: Tuesday, January 19, 1993 in Northeast Everett Monday, January 11, 1993 in Port Gardner Tuesday, January 12, 1993 in Riverside Monday, January 18, 1993 in Lowell Now, Therefore, The City of Everett Does Ordain: Section 1: A special construction fund is hereby established as fund 368, entitled "1993 Community Development Block Grant Neighborhood Improvement Fund" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2: Authorization is hereby granted to provide for the development of contract plans, specifications and detailed cost estimates and construction required to provide the following: A. Northeast Everett Neighborhood Improvements 1. Allocate $15,000 for park improvements at Henry M. Jackson Park. B. Port Gardner Neighborhood Improvements 1. Allocate $15,000 for street and safety improvements at the intersection of Pacific and Gedney.
