E!/E/7ETT ORDINANCE NO. 1932-93 AN ORDINANCE amending the City' s Banner Ordinance, Ordinance Nos. 3604 and 3741 (Chapter 13 . 40 EMC) . SECTION 1: Section 1 of Ordinance No. 3604 (EMC 13 . 40. 010) which reads as follows: Section 1: It shall be unlawful for any person to hang or suspend any sign, banner or decoration of any kind over or across any public street or thoroughfare of the City of Everett, except at the celebration of the 4th of July and Christmas, and then only when licensed by the City Council. be and the same is hereby amended to read as follows: Section 1: It shall be unlawful for any person to hang or suspend any sign, banner or decoration of any kind over or across any public street or thoroughfare of the City of Everett, except at the celebration of 4th of July, Salty Sea Days, Christmas Holiday, Everett' s Centennial Celebration and at City produced activities which activities are approved by the City Council. The Mayor or his designee is authorized to promulgate rules to implement the provisions of this ordinance based upon recommendations from the Public Works Director and Director of Parks and Recreation. Such rules may provide for the assessment of fees to cover the City' s costs associated with the hanging, maintenance and removal of banners. SECTION 2 : Section 2 of Ordinance No. 3604 as amended by Section 1 of Ordinance No. 3741 (EMC 13 . 40. 020) which reads as follows: Section 2 : Any person desiring to hang or suspend a sign, banner or decorations over or across the public streets or thoroughfares of the City of Everett at the celebration of the 4th of July and Christmas as provided in Section 1 of this ordinance shall make application to the City Council of the City of Everett for license and
