E!/E/7ETT <br /> ORDINANCE NO. 1932-93 <br /> AN ORDINANCE amending the City' s Banner Ordinance, <br /> Ordinance Nos. 3604 and 3741 (Chapter 13 . 40 <br /> EMC) . <br /> SECTION 1: Section 1 of Ordinance No. 3604 (EMC 13 . 40. 010) <br /> which reads as follows: <br /> Section 1: It shall be unlawful for any person <br /> to hang or suspend any sign, banner or decoration <br /> of any kind over or across any public street or <br /> thoroughfare of the City of Everett, except at the <br /> celebration of the 4th of July and Christmas, and <br /> then only when licensed by the City Council. <br /> be and the same is hereby amended to read as follows: <br /> Section 1: It shall be unlawful for any person <br /> to hang or suspend any sign, banner or decoration <br /> of any kind over or across any public street or <br /> thoroughfare of the City of Everett, except at the <br /> celebration of 4th of July, Salty Sea Days, <br /> Christmas Holiday, Everett' s Centennial <br /> Celebration and at City produced activities which <br /> activities are approved by the City Council. The <br /> Mayor or his designee is authorized to promulgate <br /> rules to implement the provisions of this <br /> ordinance based upon recommendations from the <br /> Public Works Director and Director of Parks and <br /> Recreation. Such rules may provide for the <br /> assessment of fees to cover the City' s costs <br /> associated with the hanging, maintenance and <br /> removal of banners. <br /> SECTION 2 : Section 2 of Ordinance No. 3604 as amended by <br /> Section 1 of Ordinance No. 3741 (EMC 13 . 40. 020) which reads as <br /> follows: <br /> Section 2 : Any person desiring to hang or <br /> suspend a sign, banner or decorations over or <br /> across the public streets or thoroughfares of the <br /> City of Everett at the celebration of the 4th of <br /> July and Christmas as provided in Section 1 of <br /> this ordinance shall make application to the City <br /> Council of the City of Everett for license and <br />
