• <br /> The number of ETC's will be determined using an estimate of full-time equivalents <br /> (FTEs) needed to undertake the duties of implementing an employers program. Each <br /> individual employers situation will be different, in terms of location, number of sites <br /> and proximity of sites to one another, and elements of the program. The Task Force <br /> Guidelines, Model Employer Programs section suggests that one full-time ETC is <br /> needed per 4,000 employees. The guidelines also recommend one person per site for <br /> large, multi-site companies. <br /> • Information about alternatives to SOV commuting shall be provided to employees at <br /> least twice a year. Community Transit has developed a variety of this type of <br /> information which may be used, or an employer may develop its own information <br /> program. Each employer's program description and annual report to the City must <br /> report the information to be distributed and the method of distribution. <br /> • The CTR program must include an annual review of employee commuting and of <br /> progress toward meeting the SOV reduction goals. Affected employers shall file an <br /> annual progress report with the City in accordance with the format established by the <br /> Everett CTR Ordinance and consistent with the CTR Task Force Guidelines. The <br /> report shall describe each of the CTR measures that were in effect for the previous <br /> year, the results of any commuter surveys undertaken during the year, and the <br /> number of employees participating in CTR programs. Within the report the employer <br /> should evaluate the effectiveness of the CTR program and if necessary, propose <br /> modification to achieve the CTR goals. Survey information or approved alternative <br /> information must be provided in the 1995, 1997, and 1999 reports. The employer <br /> should contact the designated official in the Everett Public Works Department for the <br /> format of the report, which shall include a section to be returned to the City and a <br /> section to be returned to the Washington State Energy Office. Employers shall <br /> maintain records related to CTR programs for 36 months. <br /> Optional Elements <br /> In addition to the specific program elements described above, the employer's CTR program shall <br /> include additional elements needed to meet CTR goals. Elements may include, but are not limited <br /> to, one or more of the following: <br /> • Provision of preferential parking or reduced parking charges, or both, for high- <br /> occupancy vehicles and bicycles; <br /> • Instituting or increasing parking charges for SOVs; <br /> • Provision of commuter ride matching services to facilitate employee ride sharing for <br /> commute trips; <br /> • More frequent promotional activities; <br /> • Orientation programs for new employees; <br /> • Restriction of parking availability; <br /> • Provision of subsidies for transit fares; <br /> • Provision of vans for vanpools; <br /> 28 <br />
