significant or contributing to the historic character of the <br /> neighborhood, which contain more than 150 square feet and are <br /> visible from the street. <br /> Section 5: Use of Neighborhood Conservation Guidelines. In reviewing <br /> any proposed action listed in Section 3 or 4 of this Ordinance, the <br /> Historical Commission, Planning Director and/or Planning Department <br /> staff shall use the Neighborhood Conservation Guidelines as a basis <br /> for approving or modifying any proposed construction plans. The <br /> Neighborhood Conservation Guidelines designate the features of the <br /> neighborhood included within the "H" Historic Overlay Zone which are <br /> significant and should either be provided, replicated, enhanced or <br /> preserved by new construction or remodeling of existing structures <br /> within the "H" Historic Overlay Zone. All proposals for actions <br /> subject to review by the Historical Commission shall provide <br /> sufficiently detailed plans and drawings to enable the Historical <br /> Commission or Planning Department staff to determine that the <br /> construction is consistent with the Neighborhood Conservation <br /> Guidelines. <br /> Section 6: Any decision of the Planning Director, as defined in <br /> Section 3 of this ordinance or Planning Department staff in applying <br /> the Neighborhood Conservation Guidelines shall be subject to appeal to <br /> the Land Use Hearing Examiner. Appeals shall be filed in accordance <br /> with Section 41. 180 of the Everett Zoning Code. <br /> Section 7: Off-Street Parking Requirements. The following off-street <br /> parking requirements shall apply to dwellings in the "H" Historic <br /> Overlay Zone: <br /> A. Off-street parking shall not be located between the building <br /> and the public street except for lots on the west side of Grand <br /> Avenue, north of 16th Street. <br /> B. All access to off-street parking areas shall be from the <br /> alley when the subject lot abuts an alley. The Planning Director <br /> may, using Review Process II.B, allow access to off street <br /> parking areas located under the building from the street only <br /> when the applicant demonstrates that it is not possible to <br /> provide access to the parking area from the alley. <br /> C. Off street parking shall be provided according to the <br /> following standards: <br /> 1. Single family dwellings shall provide two off-street <br /> parking spaces per dwelling. <br /> 2 . Multiple family dwellings having two or more bedrooms <br /> shall provide one and one-half spaces per dwelling. <br /> 3 . Multiple family dwellings having one bedroom or less <br /> shall provide one space per dwelling. <br /> 4 <br />
