• <br /> Section 4: The sum of $8,400,000.00 is hereby appropriated to Fund 399, "1992 Water and <br /> Sewer Construction Fund" as follows: <br /> A. Estimated Project Costs: <br /> 1. Project Financing Related Costs $ 150,000.00 <br /> 2. Engineering Design 1,534,273.00 <br /> 3. Construction Management 511,477.00 <br /> 4. Construction 6,204,250.00 <br /> TOTAL $8,400,000.00 <br /> B. Source of Funds <br /> 1. Bond Proceeds from 1992 $8,000,000.00 <br /> water and sewer bond sale <br /> 2. Interest Earnings 400,000.00 <br /> TOTAL $8,400,000.00 <br /> Section 5: The City Treasurer of the City of Everett is hereby authorized to obtain interim <br /> financing which may be in any form permitted by law. Interim financing liabilities shall be <br /> paid by the Treasurer as soon as permanent financing monies, from sources as described <br /> elsewhere in this ordinance, are received. <br /> Section 6: Severability. If any provision of this ordinance be declared unconstitutional or <br /> invalid by any court of competent jurisdiction, it shall be conclusively presumed that this <br /> ordinance would have been enacted without the provision so held unconstitutional or invalid <br /> and the remainder of this ordinance shall not be affected as a result of said part being held <br /> unconstitutional or invalid. <br /> Section 7: This appropriation shall not lapse, but be shall be carried forward from year to year <br /> until fully expended or the purpose has been accomplished or abandoned without the necessity <br /> of reappropriation. <br /> -2- <br />
