6 <br /> Reduced starting capabilities or soft starts shall be implemented on pump motors No.1 &2 (located in <br /> positions 1 &2 sequentially at the plant from East to West)when upgraded, or after 10 years from the <br /> implementation of this contract. <br /> Prior to soft start installation, motor starting parameters wilt be reviewed by the PUD for compliance with <br /> PUD flicker guidelines. <br /> The Customer shall attempt to establish their Standard Operation Procedure (SOP)to minimize the <br /> impacts to the Customer, AWWD, and other PUD Customers. The Customer shall provide the PUD with <br /> a copy of their Standard Operating Procedure(SOP),when they are modified. <br /> 5.8 The PUD recognizes that the EWPS is an essential facility for both the Customer and the <br /> AWWD and the site will be considered as an essential facility during emergencies, brown-outs, and <br /> • black-outs. The Customer acknowledges that the PUD restores electrical services based upon event <br /> circumstances and system priorities,and that the EWPS is an essential facility to be addressed after <br /> system restoration priorities such as the 115 kV transmission backbone, major distribution feeders, and <br /> essential health and safety facilities, e.g., police/fire stations and hospitals. The Customer also recognizes <br /> that even with two feeders supplying the site that a major regional event could cause extended electrical <br /> outages and that the PUD recommends consideration of back-up generation and reserve water storage <br /> capacity. <br /> 6. NOTICES <br /> 6.1. Notice Methods and Addresses. Any notice required or permitted to be given under or <br /> pursuant to this Contract will be in writing and will be delivered to the intended recipient Party at its <br /> address set forth below either(a) in person, (b) by nationally recognized overnight delivery service, or(c) <br /> by United States Certified Mail, return receipt requested. Notices delivered in person or sent by overnight <br /> delivery service will be effective upon delivery.
