will perform some amount of electric system switching and offloading to restore service per the PUD's
standard operating procedures. The secondary tie switch shall also be configured to allow either of the
transformer banks to temporarily supply the EWPS site(all three Pump Stations)during contingency
operating conditions(see Section 5.4 and the Operating Agreement). Under no circumstances shall the
demand placed upon a single feeder exceed 4,900 kVA.
5.3 The PUD reserves the right, in its sole discretion,to provide service through some other
arrangement of circuits and/or substations than stated above, including temporarily feeding transformer
Banks#1 and#2 by only one feeder. The PUD will endeavor to provide two weeks notice to the
Customer and the AWWD prior to switching both Banks to only one feeder, although an emergency or
other event may limit the ability of the PUD to provide advance notice. If it is necessary to supply the
total site load from only one feeder, the Customer shall work with the AWWD to reduce total site load to
no more than 4,900 kVA and shall notify the PUD when the loads have been reduced. The PUD will
make a good faith effort to complete the work in a timely manner and return the site to normal operating
conditions.
5.4 The level of service described herein shall not mean that 100%"backup"capacity to
serve the contingency total site load (combined Customer and AWWD) of 4,900 kVA is immediately
available to the Customer, and does not mean that during storms or unusual conditions beyond the
reasonable control of the PUD,that both feeds will be available during the time of the storm or unusual
condition. If the Customer wishes to supply the entire site load from the same circuit, the Customer must
first contact the PUD and the AWWD to request contingency operation of the secondary tie switch.
Before the entire site load can be supplied from only one circuit, the Customer and the AWWD shall limit
the electrical demand of the entire site to no more than 4,900 kVA by performing appropriate on-site
switching of the Customer's and/or AW WD's equipment(see Operating Agreement). The PUD may also
have to perform some electrical system switching and offloading.
5.5 The PUD recognizes the investment that the Customer and the AWWD are making for
the EWPS to provide the means and path for backup to this site, and by this agreement, the PUD will
maintain the ability to provide a backup source for this site.
5.6 This agreement does NOT provide redundant capacity or reserve capacity to EWPS for
the Customer or the AWWD. That would require that both PUD sources have additional capacity and
would require additional ongoing fees from the Customer and the AWWD to maintain that level of
service under normal operating conditions.
5.7 Reduced starting capabilities or soft start shall be implemented as follows:
• Whenever an existing pump motor is replaced except when the pump motor is pre-
approved (see below); or
• Whenever an existing pump motor is upgraded; or
• Whenever an additional pump motor is installed.
If the Customer needs an exception to the above requirements for replacement pump motors, the
Customer shall contact the PUD to request a written pre-approval from the PUD for the exception. When
changes have been completed the Customer will notify the PUD in writing within five business days.
3
50
