Z Exhibit B <br /> Statement of Work <br /> FFY 2010 State Homeland Security Program <br /> INTRODUCTION: The U.S. Department of Homeland Security (DHS), Federal Emergency Management <br /> Agency (FEMA), through the Washington State Military Department Emergency Management Division's (EMD) <br /> Homeland Security Section is providing the FFY 2010 State Homeland Security Program (SHSP-10) funds to <br /> enhance the capability of state and local units of government to make measurable progress towards the <br /> achievement of the National Preparedness Guidelines by addressing the unique exercise, training, planning, <br /> organization, equipment, and administration needs of citizen preparedness and of emergency responders. The <br /> SHSP-10 programs are designed to prepare and improve the State's ability to prepare for, prevent, protect <br /> against, respond to and recover from terrorist attacks and other major disasters. <br /> Washington State is subdivided into nine(9) Homeland Security Regions. Within each of the nine regions a <br /> Regional Homeland Security Coordinating Office(RHSCO) has been identified. <br /> Snohomish County -Department of Emergency Management is the Region 1 RHSCO. Region 1 consists <br /> of Island, San Juan, Skagit, Snohomish, and Whatcom Counties and the tribal governments located within the <br /> established region. <br /> City of Everett - Emergency Management(herein known as the Contractor) agrees to the following. <br /> GENERAL PROGRAM REQUIREMENTS: <br /> 1. Work closely with the established Regional Homeland Security Council to develop a strategy and <br /> subsequent budget for the use of these funds. The implementation of the projects or activities associated <br /> with these funds will be coordinated with the counties, cities, and the tribal governments located within the <br /> established region. <br /> 2. Activities under this contract must have a clear correlation to the goals, objectives, and priorities identified <br /> in the Washington State Strategic Plan and corresponding Investment Justifications submitted in the FFY <br /> 2010 grant application. <br /> 3. Plan and implement equipment purchases, exercises, training, planning and management, and <br /> administration activities in accordance with the FFY 2010 Homeland Security Grant Program Guidance, <br /> which can be found at http://www.fema.gov/government/grant/hsgp/index.shtm, as well as all subsequent <br /> policy changes. <br /> 4. Ensure that all subcontractors and subgrantees are in compliance with the FFY 2010 Homeland Security <br /> Grant Program Guidance through monitoring of expenditures and periodic reviews of activities. <br /> The FFY 2010 SHSP grant stipulates the following caps and thresholds: <br /> o The Contractor will not be reimbursed for personnel costs that exceed $62,000 (including <br /> consultant, instructor, overtime/backfill costs) related to planning, training, exercise and/or <br /> equipment activities. <br /> o The Contractor must spend a minimum of$0 of the contract award on law enforcement terrorism <br /> prevention-activities. <br /> o The Contractor will be reimbursed $0 for Management and Administrative costs unless authorized <br /> in writing by the County. <br /> THE CONTRACTOR AGREES TO: <br /> 1. Strengthen individual and regional coordination through consistent and coordinated all-hazards planning, <br /> continued meeting of NIMS compliance requirements, Homeland Security deliverables, information <br /> sharing, and grant management support to include audits and subrecipient monitoring. <br /> 2. Enhance planning in any of the following areas; evacuation, vulnerable populations, sheltering, WebEOC, <br /> SharePoint, communications, volunteer credentialing, and strategic planning. <br /> 3. May participate in and/or purchase public outreach materials for approved public education campaigns. <br /> 4. May provide approved training and exercise, to include NIMS training and compliance reporting activities. <br /> 5.
