9 <br /> Exhibit A <br /> Scope of Services <br /> HWA GeoSciences Inc. <br /> Environmental Monitoring for the Everett Landfill <br /> The following work scope is to perform five years of performance monitoring for the <br /> Everett Landfill and Tire Fire site. The performance monitoring has been defined and <br /> approved by the Department of Ecology per the Evaluation Monitoring Report completed <br /> by HWA in 2004. The scope of work does not include any engineering work, as defined <br /> in RCW Chap. 18.43. <br /> TASK 1 PERFORMANCE MONITORING <br /> The Performance Monitoring period will include ground water and landfill gas <br /> monitoring as outlined in the Compliance Monitoring and Contingency Plan(CMCP). <br /> Surface water monitoring is not anticipated, as no exceedances were detected during the <br /> Evaluation Monitoring Period. <br /> Anticipated sampling and reporting requirements are summarized in Table 1. This <br /> proposal covers five years of Performance Monitoring, including sampling and reporting <br /> starting with the first quarter 2010 sampling round and ending with a first quarter 2016 <br /> report. <br /> TASK 1A - GROUND WATER PERFORMANCE MONITORING <br /> The CMCP specifies semi-annual ground water performance monitoring of the six deep <br /> aquifer network wells, four deep aquifer point of compliance wells, and two deep aquifer <br /> background wells at the landfill (12 wells total). The recommended wells for semi annual <br /> Performance Monitoring include: <br /> • Five deep aquifer network wells: MW-11R, MW-21R, MW-29, MW-30, MW-31 <br /> • Three deep point of compliance wells: MW-36, MW-38, MW-39 <br /> Ground water elevations will be measured in the above-listed wells, and all shallow <br /> monitoring wells including: <br /> • Five remaining shallow network wells: MW-22, MW-24, MW-25, MW-26, MW- <br /> 27 <br /> • One shallow upgradient background well: MW-34 <br /> • One deep background well: MW-33 <br /> Performance monitoring is required for the deep aquifer wells to document and confirm <br /> that cleanup standards for ground water around the site have been met and are being <br /> maintained. Performance monitoring will consist of twenty ground water sampling <br /> rounds over a ten-year period. Performance Monitoring will occur semi-annually during <br /> 86 <br />
