9
December 21, 2010
HWA Project No. 98165
• Conventional Analytes: chloride
• SVOCs: bis(2-ethylhexyl)phthalate
HWA will send the samples to CCI Analytical Laboratories, Inc. for organic analyses,
and to the Everett Environmental Laboratory for inorganic analyses. In addition to the 9
monitoring well samples, QC samples, including one duplicate, one field blank, one
matrix spike and one matrix spike duplicate will be submitted for analysis for each
sampling event. HWA will measure ground water levels at each of the monitoring wells
at the start of each sampling round in order to monitor changes in the ground water
gradient.
Reporting- HWA will prepare five annual data reports during the initial performance
monitoring phase. The data reports will consist of laboratory data, summary tables of the
data, a table showing water level monitoring data, and a cover letter describing the
evaluation of the data, in accordance with the CMCP.
Surface water performance monitoring will not be conducted as no contaminants were
detected above the cleanup standard at the point of compliance for any of the surface
water sampling locations sampled during evaluation monitoring (CMCP 6.3).
TASK 1B - LANDFILL GAS PERFORMANCE MONITORING
The CMCP requires quarterly landfill gas monitoring along the perimeter of the landfill
and in some locations within it(CMCP, 3.3.2). It also requires monitoring of onsite and
adjacent offsite structures for combustible gas.. Landfill gas monitoring will include
sampling perimeter and interior landfill gas probes and monitoring breathing space, floor
cracks, drains and other earthen exposures within off site properties where landfill gas
has previously been detected. Monitoring of off site buildings on the north side of 36th
street and west of the landfill, will be performed for structures which have shown
measured concentrations of landfill gas during the previous three years of monitoring
(CMCP, 3.4.3.2).
Gas monitoring will consist of measuring landfill gas within the probes for percent
concentrations of methane, carbon dioxide and oxygen. Gas pressure within the probes
will also be measured and ambient atmospheric pressures recorded.
Calibration, maintenance, and repairs of the gas alarms installed at the Port Property
(Diversified Industries /Marvel)will also be preformed on a quarterly basis.
Reporting- After each round of monitoring, HWA will update the landfill gas database
and submit it to the City of Everett. HWA will also prepare annual landfill gas
monitoring reports as per the CMCP.
HWA will report all out-of-compliance situations to the City as required in the CMCP.
88
2010 Exhibit A 12 21 10.doc 3 HWA GEOSCIENCES INC.
