• <br /> • <br /> ORDINANCE NO. <br /> AN ORDINANCE Amending the Zoning Code regarding Electric Vehicle Infrastructure, <br /> amending Ordinance No. 1671-89, as amended(Title 19 EMC) <br /> WHEREAS, the Washington State Legislature adopted Second Substitute House Bill No. 1481 <br /> (SSHB 1481) addressing siting of infrastructure to accommodate electric vehicles; and <br /> WHEREAS,the purpose of SSHB 1481 is to "increase consumer acceptance and usage of <br /> electric vehicles" by facilitating establishment of a"convenient, cost-effective electric vehicle <br /> infrastructure"; and <br /> WHEREAS, SSHB 1481 anticipated that development of an electric vehicle infrastructure will <br /> create jobs,reduce greenhouse gas emissions, and reduce reliance on foreign fuels; and <br /> WHEREAS, SSHB 1481 contains provisions stating that jurisdictions meeting certain criteria <br /> cannot preclude the siting of battery charging stations in their development regulations; and <br /> WHEREAS, it is the City's intent to adopt zoning regulations for electric vehicle infrastructure <br /> consistent with SSHB 1481; and <br /> WHEREAS, all proposed amendments were submitted for the mandatory 60-day state agency <br /> review; and <br /> WHEREAS,the Planning Commission held a public hearing on October 19, 2010 to consider <br /> the proposed amendments to the Zoning Code and; <br /> WHEREAS, after holding a public hearing, the Planning Commission found the proposed <br /> amendments are consistent with the Comprehensive Plan Policies; and <br /> WHEREAS, the City Council finds: <br /> 1. The proposed amendments to the Zoning Code are consistent with the applicable <br /> provisions of the Everett Comprehensive Plan; and <br /> 2. The proposed amendments to the Zoning Code bear a substantial relation to the public <br /> health, safety and welfare; and <br /> 3. The proposed amendments to the Zoning Code promote the best long-term interests of <br /> the Everett community; <br /> 2 <br />
