Budget Advisory CAA sL Council President Location Preceding Action Attachments Department(s) Approval Shore Avenue 12/20/2006 Professional Amendment No. 3 Public Works Services Agreement Amount Budgeted $650,000 Expenditure Required $0 Account Number(s): UP 3118 Budget Remaining $539,046 Additional Required DETAILED SUMMARY STATEMENT: In January 2007,the City entered into a Professional Services Agreement with GHD to evaluate and design a permanent facility that utilizes existing underground sewer pipeline for conveying surface water down the hillside of the 3200 block of Shore Avenue. Currently, City surface water along that block of Shore Avenue collects into a temporary above-ground pipe. This pipe drops over 100 feet down the steep slope to a ditch at the BNSF railroad tracks. Flows in the BNSF ditch cross under the tracks in a culvert and discharge to Possession Sound. This temporary above-ground pipe was installed 12 years ago to address erosion problems on the hillside above the BNSF railroad tracks. In January 2010,the City applied for a crossing permit which has not been issued yet. Amendment No. 3 to the Professional Services Ageement with GHD extends the date of completion from January 31, 2011,to March 1, 2013. RECOMMENDATION: Authorize the Mayor to sign Amendment No. 3 to the Professional Services Agreement with GHD to extend the date of completion for the Shore Avenue Outfall Improvement Project at no additional cost. 83
