i <br /> CITY OF EVERETT <br /> PLANNING COMMISSION RESOLUTION NO. 10-12 <br /> A Resolution Recommending that the City Council Amend the Zoning Code (EMC Title 19)to <br /> allow Siting of Electric Vehicle Infrastructure as addressed by <br /> SSHB No. 1481, adopted by the Washington State Legislature <br /> WHEREAS,the Washington State Legislature adopted Second Substitute House Bill No. 1481 <br /> (SSHB 1481) addressing siting of infrastructure to accommodate electric vehicles; and <br /> WHEREAS,the purpose of SSHB 1481 is to "increase consumer acceptance and usage of electric <br /> vehicles" by facilitating establishment of a "convenient, cost-effective electric vehicle <br /> infrastructure"; and <br /> WHEREAS, SSHB 1481 anticipated that development of an electric vehicle infrastructure will <br /> create jobs, reduce greenhouse gas emissions, and reduce reliance on foreign fuels; and <br /> WHEREAS, SSHB 1481 contains provisions stating that jurisdictions meeting certain criteria <br /> cannot preclude the siting of battery charging stations in their development regulations; and <br /> WHEREAS, it is the City's intent to adopt and zoning regulations for electric vehicle <br /> infrastructure consistent with SSHB 1481; and <br /> WHEREAS,All proposed amendments were submitted for the mandatory 60-day state agency <br /> review; and <br /> WHEREAS,The Planning Commission held a public hearing on October 19, 2010;to consider the <br /> proposed amendments to the Zoning Code and; and <br /> WHEREAS, After holding a public hearing the Planning Commission finds the proposed <br /> amendments are consistent with the Comprehensive Plan Policies; and <br /> WHEREAS,the Planning Commission finds: <br /> 1. The proposed amendments to the Zoning Code are consistent with the applicable <br /> provisions of the Everett Comprehensive Plan; and <br /> 7 <br />
