Washington State Department of Ecology (WDOE) approved the plans and specifications and offered a$6.2 million State Revolving Fund loan to begin construction on this project. Construction has been completed on the Bond Street Interceptor and Lift Station 5 Force Main. Construction of the third conveyance line, the Lift Station 2 Force Main Extension, is the next phase of the project and will commence once an agreement has been finalized with ExxonMobil ADC regarding contamination in street right-of-way. The total estimated cost of both these projects including a contingency is $2,403,145. WDOE is requesting de-obligation of a portion of the loan that will not be used by October 2011. There will be an opportunity to reapply for these funds at a later date. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign Amendment No. 1 to the Washington State Revolving Fund Loan with Washington State Department of Ecology for the Bond Street CSO Control Facilities to reduce the loan amount from $6,249,652.00 to $2,403,145. 5
