F -
DEPARTMENT OF
ECOLOGY
State of Washington
AMENDMENT NO. 1
TO LOAN AGREEMENT NO. L1000022
BETWEEN
THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY
AND
THE CITY OF EVERETT
PURPOSE: To amend the above-referenced loan agreement (AGREEMENT) between the state of
Washington Department of Ecology (DEPARTMENT) and the City of Everett (RECIPIENT) for the
Bond Street Combined Sewer Overflow (CSO) Control Facilities Project (PROJECT). This
amendment is needed to: 1) modify the scope of work 2) adjust the budget to delete funding for the
retention treatment basin (RTB) construction contract along with construction management and
engineering costs, and reflect that the total eligible project costs are reduced, and 3) to add change
order allowance to the budget. Everett is not able to construct the retention treatment basin at this time
due to lack of funding.
IT IS MUTUALLY AGREED that the AGREEMENT is amended as follows:
1. The Scope of Work will be modified as follows:
a. The following will be deleted:
PART II. PROJECT SUMMARY
The Bond Street CSO Control Facilities PROJECT provides for construction of a
combined sewer treatment facility consisting of an underground 1,000,000 gallon
retention treatment basin and an above ground structure for screening, disinfection,
pumps, and odor control. Combined sewer overflows would be diverted from Port
Gardner Bay outfalls to the retention treatment basin.
6
