n <br /> FINDINGS AND DECISION OF <br /> THE BOARD OF REVIEW <br /> IN THE MATTER OF <br /> THE APPEAL OF THE <br /> SPEEDWAY MACHINE <br /> INTRODUCTION <br /> Speedway Machine (Appellant) appealed an administrative <br /> decision of the Everett Fire Department. The decision of <br /> the City was the requirement of an approved automatic fire <br /> detection system in a newly constructed building. The <br /> Appellant disagrees with this decision. <br /> An appeal was filed by the Appellant by letter dated January <br /> 15, 1997 (96) . A hearing on the appeal was held before the <br /> Board of Review on February 19 , 1997 . At the hearing the <br /> following presented testimony and evidence. <br /> Jeffrey D.
